Otto Aerospace Marks Key FAA Milestone for Phantom 3500 Certification Path

Otto Aerospace has reached a significant regulatory waypoint in the development of its Phantom 3500, finalizing the G 1 Issue Paper that establishes the aircraft’s Certification Basis under 14 CFR Part 23. For aerospace executives tracking emerging business aviation platforms, this milestone signals that the program now has a clearly defined certification framework and is transitioning into a more execution driven phase.

Certification Basis Established Under Part 23 Amendment 23 64

Otto became an FAA applicant in September 2025 and selected Part 23 to leverage the streamlined processes introduced under Amendment 23 64. Closure of the G 1 Issue Paper confirms FAA alignment on the regulations governing the aircraft’s type certification. The company is now working with the FAA East Certification Branch to close the G 2 Issue Paper, which will define the means of compliance.

Leadership describes the milestone as a catalyst for program acceleration, noting that clarity on certification requirements enables more focused engineering, testing, and risk reduction as the aircraft moves toward first flight.

Advancing Transonic Laminar Flow and Cabin Innovation

The Phantom 3500 incorporates transonic laminar flow technology and a next generation cabin architecture the company calls Supernatural Vision. Both represent first of their kind innovations being advanced toward certification at this scale. Otto reports strong progress in testing and engineering, including completion of Preliminary Design Review and ongoing advanced material testing.

These technologies are central to the company’s strategy to reduce energy requirements for flight and position the Phantom 3500 as a new category of efficient, sustainable business aviation.

Program Momentum Supported by Major Fleet Commitment

The program is anchored by a firm order from Flexjet for 300 aircraft, one of the largest commitments in business aviation. Otto continues to build out its supplier base and prepare for flight testing, which will take place from its new facility at Cecil Airport in Jacksonville, Florida. The company is targeting first flight in 2027 and entry into service in 2030.
