FAA Launches eVTOL Integration Program to Accelerate Advanced Air Mobility
The Federal Aviation Administration (FAA), under direction from the U.S. Department of Transportation and a June 2025 Executive Order, has unveiled the Electric Vertical Takeoff and Landing Integration Pilot Program (eIPP), a bold initiative designed to fast-track real-world testing of eVTOL aircraft and other advanced air mobility (AAM) technologies. The program marks a pivotal shift in how the U.S. approaches certification and deployment of next-generation aviation platforms, offering aerospace stakeholders a structured pathway to demonstrate operational readiness ahead of full regulatory approval.
A New Era of Pre-Certification Flight Operations
The eIPP will select at least five pilot projects to run for up to three years, enabling mature eVTOL aircraft to perform supervised operations in urban, regional, and emergency response settings. These projects will be led by public-private partnerships between state, local, tribal, or territorial governments and U.S.-based aerospace companies. Use cases include short-range air taxis, cargo logistics, medical transport, and autonomous flight demonstrations.
Unlike previous FAA programs focused solely on flight safety, the eIPP emphasizes tangible public benefit and operational data. Participants will sign Other Transaction Agreements (OTAs) outlining responsibilities, timelines, and scope, with initial operations expected to begin as early as 20262.
Industry Response: Joby, Archer, and Others Signal Intent to Join
Leading eVTOL developers including Joby Aviation, Archer Aviation, Beta Technologies, and Wisk Aero have announced plans to apply. Archer, for example, is exploring trial operations of its Midnight aircraft in partnership with United Airlines and select cities4. Joby, which has logged over 40,000 miles of flight testing and is in the fourth stage of FAA type certification, aims to demonstrate its aircraft’s maturity in real-world conditions.
These early participants reflect the growing readiness of the eVTOL sector, which has matured rapidly over the past five years.
